OEMC project use case: EU Flood risk maps at high resolution

Description

This use case focuses on providing high resolution (1 km) flood risk maps, updated yearly, exploiting the two main drivers of extreme flood risk, i.e., soil moisture and precipitation over Europe. The primary goal is to improve the spatial identification of the areas with flood susceptibility at continental scale with enough resolution to enhance local scale risk assessment with a reliable, standardized product for the potential users. A key aspect of this monitor is to identify the different factors influencing the susceptibility to flood across seasons, and evaluating their impact on the consistency for effective flood risk mitigation down to the 1 km spatial resolution.

Stakeholder needs: 

  • Access to a high-resolution (1 km) dataset of flood susceptibility maps to support disaster risk assessment and planning.
  • A standardized, reliable methodology that combines dynamic variables with static factors to provide detailed flood risk assessments.

Planned implementation:

  • Provide the first UE flood susceptibility map at high resolution and of the impact of associated drivers on the risk of floods.

Implementation steps include: 

  • Data Collection: Gathering high-resolution soil moisture and precipitation data across Europe and compiling a flood inventory map to create a comprehensive database.
  • Model Execution: Running the flood susceptibility mapping model over the entire European region, integrating both dynamic and static variables at a 1 km resolution.
